 limburg.jpgThe Baltic Sea is widely thought to be an enclave of peace and safety. However, nowadays this is not entirely true, as the whole Baltic region is subject to processes of change that may directly undermine its security. Moreover, one needs to remember that economic globalisation is also accompanied by the globalisation of terror. Due to these two kinds of risks, inner and outer, we should pay more attention to the question of ensuring the safety of both sailing and port facilities.
These considerations obviously should not exclude the safety of coastal zones, coastal conurbations and coastal countries in general. Apart from natural risks and an increase in sailing intensity, we should also take into account terrorist threat, as most of the countries in the region actively participate in the war on terror, in Iraq and Afghanistan (UE and NATO members) and Chechnya (Russia). Terrorism is not the most serious danger to the security of the region, but nonetheless it is a subject that should be taken very seriously. We should consider that the potential culprits need not come from abroad. The British and French experiences show that homogenic and tightly-knit immigrant communities (observed also in Sweden, Denmark and Germany) may serve as the perfect organizational and recruitment background for terrorist cells.

An effective response can be coordinated to all the present-day threats only if their character has been recognized correctly. Due to the sheer complexity of the task, we believe the analysis should be carried out by interdisciplinary teams, rather than individual experts. Such a team should consist of theoreticians and practitioners of all relevant fields. Only this kind of think-tank is capable of preparing necessary analyses and forecasts, and working out effective precautionary measures. Another essential component is to increase public awareness of the threats and the preventative measures to be taken against the potential dangers. In other words - educational activities. Both approaches are necessary to create the foundation of a reliable maritime security system.
